Assigning files to programs

The title describes the topic -- but not the problem. I know how to assign file types to programs. For example I have JPEG file extensions assigned to open in Photoshop. If I go to file types etc. it correctly shows that *.jpeg is to open in Photoshop. If I click on a jpeg file however I get a Paint error box saying'

"filename".bmp Cannot find this file. Please verify that the correct path or file name are given.

This in spite of the fact that the file is "filename".jpeg. I can open Photoshop and then open the jpeg file and it shows the correct extension and opens correctly. Apparently something I don't know about is redirecting all jpeg extension to bmp extensions and then calling MS Paint. In file types there is no category bmp. Anyone know how to get rid of this gremlin? Thanks.
