In XP if you assign a sound to "menu popup" it plays when you click the start button or expand a sub-folder on the start menu.
In Vista, I've tried assigning a sound to every sound event (including menu pop-up) and none of them are activated by the start menu. Other sound events are working for me. For example: the menu pop-up sound works fine when right-clicking to open a context menu.
