Assassin's Creed 3 FPS Issue

So, I bought my Sapphire Dual-X 7970 not too long ago, maybe a month, and I just bought AC 3 because it was on sale for about 10 dollars. I started it up, and after looking at some benchmarks, put every setting on max because I only play on a 1600x900 monitor. At some parts I am getting drops to 40 and 50, yet benchmarks say I can get much better out of it? Any suggestions?

i7 3770 @3.4GHz
Sapphire 7970 Dual-X
Kingston DDR3 2x4GB
Corsair CX750M
WD 2TB
Windows 7 x64

Pretty new build, a few months :)

You didn't specify this, but CCC should be set to application preference across the board. Do not deviate from this except in very old games. If you're doing something nutty like EQ AA or SSAA (in CCC), that will cause issues. You shouldn't use those settings except in very old games. I have seen some folks that use those settings casually, and you generally do NOT want to use those unless the game is old and undemanding. As AC3 is a fairly recent game and uses DX11, that's my first suggestion if it applies to you. (I mention this because you didn't mention CCC settings).

The game isn't well optimised, in the city areas the frame rate will drop regardless of the hardware that you have.

You would see improvements overclocking CPU, but unless you left off a 'K' in those specs, you're out of luck. AC3 was noticeably smoother (higher min fps) for me going from 3.9 to 4.8Ghz (4770K).

Poorly optimised game.

Another poorly optimized console port. This is the main reason why you should always choose consoles over PC's.
