I've heard several people say that you should disable the in game vsync and enable adaptive vsync on your video card. That should help with the tearing. As for the crappy performance, I've heard AC4 is a pretty poorly optimized port, but you can try turning down the shadow detail. That may help.

I am confused. You mention 4fps in the title, but you are getting 30fps with tearing?

Tearing sounds like a driver issue, 30fps should be totally playable.

Typically I won't run v-sync because of the hit to FPS it always gives me.

Capping the refresh rate on your monitor to 59 hz as opposed to 60 hz will minimize a lot of tearing, without the need for v-sync.

how can i do that?

There are several programs out there that can do it. Check out dxtory or nvidia inspector. Both of these applications have what your looking for. Just cap your framerate at 1FPS below what your monitors refresh rate is (likely 60). This should prevent a lot of the tearing. I needed to do this with skyrim due to constant tearing.

To be honest I have always had issues with tearing in the AC games on PC. It only really affected the cinema scenes and the "birds view" sequences (whatever they're called) so I never really cared.

Ah I used a controller for all the AC games. I honestly don't see the point in mouse/keyboard because all the combat is lock on anyway.

Adaptive Vsync doesn't prevent tearing, it causes it.

change god rays to low

what driver are you using? You need to be using GeForce 331.82 or later.

The games runs fine for me at 1080p (by fine I mean around 50fps). Everything on high apart from god rays on low. And motion blur off because motion blur sucks ass. 4x TXAA

No tearing either, that's with adaptive vsync.

Simple.
Turn on Vsync in the NVIDIA Control Panel.
If you're getting tearing it means you are not actually using V-sync.
And fps-cappers don't prevent tearing, that's physically impossible.

Did you make sure the game itself is present in the Control Panel?
Click the Program Settings tab and see if the game is among the programs list, if it isn't then click Add, search for the game, and add it.
