AsRock z77 X4 sleep and charge stopped working

So every night I charge my e-cig in my front panel USB 3.0 port with my computer off.

So last night I plug it in, and....nothing.

It works perfectly when the computer is on, or in a wall usb plug, but the sleep and charge function just stopped.

Any ideas?(usb still works perfectly when computer is on)
