When you use a PCIE 2.0 x4 card on the second PCIE 2.0 x16 slot, the PCIE 2.0 x1 slot works or not?

I see that some older (Z77) and newer (Z87) motherboards use a switch that disables the PCIE 2.0 x1 slots when PCIE 2.0 x16 works @x4 or makes PCIE 2.0 x16 work @ 2x instead 4x when using at least one PCIE 2.0 x1 slots.

Also does anyone know if this Combo Cooling Option allows you to install a Scythe Ninja Copper Cooler?
