Asrock x79 Extreme 9 wont turn on, possible bios issue?

Hi all, kinda long one but bare with me its just to cover what ive tried so far.

Got a new build im working on, had 4 technicians all unable to help as its a 2011 socket. had 1 build it but he couldnt fix issue.

After a faulty asus board got a new asrock x79 extreme 9 board for the i7 3820 processor.

machine comes on for 1 second and goes off, on test with only mobo, cpu, psu and ram same happens, post card goes to number 19 then it goes off. tried 3 psu's, tested these in other systems and no change, tried multiple ram which have been tested and no change.

Had 2 cpu's but always the same, the expectation is that the issue MAY be that the bios is not the right one for this board as it seems the board is i7 3820 m1 not m0 which needs 1.9 bios.

Unable to bring up the bios screen to attempt to update this to version 1.9 using flash pen.

Bought components from amazon, they cannot differenciate between m0 and m1 on cpu and arent willing to send another anyway, they are sending a new mobo but as this is going to be number 3 (all be it 1 was asus) i doubt that will fix the issue when it arrives anyway.

sent webform request to asrock, not sure how long it will take for them to reply, and i have contacted various local computer shops to see if anyone can look at this but so far only ones to reply are the ones that say they arent equipped to deal with the new 2011 sockets.

Any help greatly appreciated as the other components are about to run out of their return periods (some might already be)

Maybe amateur advice, but have you connected all the power rails to the board? Leaving CPU without additional power (usually 4 to 8 pin header located near CPU socket) can easily cause board to just turn off, if you did so, try to NOT connect them and see if the board turns off or will be turned on without POST - wont fix the issue but you will at least see if the board or CPU is wrong. On other hand the CPUs you have tried were also 3820s? If yes, try to get 3960X or 3930K to get better insight if it is due to outdated bios, if issue persists, you received faulty board by mistake. I experienced 2 dead new boards in a row in the past. If nothing above helps, your board is dead and you should return it in first place.
