Asrock P43Twins1600 - Won't boot with PS2 Keyboard plugged in

I'm currently doing a build for a family member and just received all of the parts from Newegg.

Both the bios and Vista 64 report that there is only 3.18 Gigs of ram.

The computer is composed of the following:

Asrock P43Twins1600 motherboard
E8400 CPU @ stock settings
A-DATA 4GB (2 x 2GB) 240-Pin DDR2 SDRAM DDR2 800 running at 1.8V
EVGA 9600GT
500 Gig Samsung SATA HD
Samsung SATA DVDRW
Antec case with Earthwatts 430W PSU

Well crap!

Now after I flashed the bios, which completed just fine and then showed me the right amount of memory, I went ahead and went back and loaded safe defaults in bios. I then decided to take a break and put the case back together and all that jazz.

Well now when I turn on the system everything spins up, but it won't show any video/boot and then it turns off for a few seconds, then turns itself back on for a few seconds, repeat, repeat, repeat.

I'm wondering if something went bad with the flash after the fact?

I unplugged everything but the video card, ram, and cpu and still no boot.

I cleared the cmos and still no boot.

I've tried changing around the memory, and no boot.

Does anyone have a clue what may have happened? So far I'm not to happy with this board.

Alright, another update.

So I stripped everything out of the case and went ahead and put the board with just the CPU/RAM/Video attached to it on a static bag and it booted fine.

I just got done connecting everything else in the case, and noticed Bios was still reporting just 3.18 Gigs of memory. So I went ahead to shut it down to plug the PS2 keyboard in and then went to reboot. Here is where things get funny.....

When the keyboard is plugged into the PS2 port, I get the same problem of the fans spinning up for a few seconds, then shutting down, then starting up, infinity...

I had used the keyboard on the machine earlier when I updated the bios, did the Vista install, etc. etc.

I made sure that the I/O plate was clear, i.e. there was no obstruction or anything.

I'm going to grab another keyboard here in a few minutes to see if it's just being finicky or not.

What I'm really wondering is if anyone else has seen this type of behavior before?

Well, plugged in a different keyboard and it is fine. My god computers never cease to amaze me.
