ASRock 939Dual-SATA2 help help! won't boot /sadface

bought a used mobo here in fs forum....

install cpu, ram, agp = no post, blank screen, cpu fan running, agp fan NOT running
install cpu, ram, pcie = same, no post, blank screen, cpu fan running, pcie fan running (probably thru pcie power)

went to fry's...bought new psu, new ECS mobo.

install cpu, ram, agp, new psu = same, no post, blank screen, cpu fan running, agp fan NOT running.
install cpu, ram, pcie, new psu = same, no post, blank screen, cpu fan running, pcie fan running

now i test everything on ecs mobo.

install cpu, ram, pcie, OLD psu = BEEP! boot, post, install xp64 success!

am i missing something? probably bad mobo?
