ASRock 939 Dua/SATA II board won't power up

I've assembled a new computer and it won't power up.

Sonata II case w/ Antec SP-450 Power supply
ASRock 939 Dual/SATA II Mother board
AMD 64 3000+ (Venice) CPU
Corsair ValueSelect 1GB PC3200 RAM
WD2500 250 GB SATA II Hard drive
Connect3D X700 Pro Video card

On the mobo, the System Panel Header pins 'PWRBTN# to GRD' measure 3.37 VDC. The power button on the case works (shows continuity thru the switch when pressed). Nothing happens when the power button is pressed. I shorted (w/ an electrical test lead) across the pins 'PWRBTN# to GRD' and got no change.

Any sugestions?

It turned out to be the power supply. It was a brand new one w/ the case. I swapped it with another computer's power supply and everything powered up fine. I'm loading Windows now. I hope Antec will replace the power supply without sending back the case and all.
