Asrock 775V88+ LGA775 fails prime95

This motherboard has no vcore adjustment options which is where I think my problem lies. I have the board in the title, along with a P4 630 3.0ghz, 2x512 Corsair ValueSelect in dual channel and some other stuff. According to cpu-z my cpu is only getting 1.31 to 1.38 volts of power. I flashed to the latest bios and adjusted all the memory settings to what they should be at and it still fails with rounding errors on a blend test after about 10 minutes, which is better than it was before I had adjusted memory settings(which included changing the dimm voltage from "normal" to "high"), however, it's obviously still not stable. I am not sure what to do exactly. I guess it could be the psu, which is the one that came with the case. That will be the next thing I try. This pc was intended to be a stock, economy, no hassle pc for a family member but it's not looking like it's going to turn out that way. Anyone have any ideas/suggestions? Thanks.

Yeah definitely test out the CPU. Does everything else work fine though? I've used computers that "failed" Prime95 but did everything else flawlessly.
 
It seems to work fine, but I've had silent killers before like huge disc write errors that ended up making me erase my hard drive and make a new array. That one I attribute to a cpu clocked to high, because it was failing prime and I used it anyways.
 
Are there any programs that allow you to increase vcore from windows? I know it's not usually advised but I am running out of options. This board has no vcore options in bios and I think that is the problem. Does speedfan do this?

EDIT: well I have no idea why this worked but it seems to have. I built two nearly identical pcs for family members, which the exception of motherboards since one wanted onboard video. I thought about the error I was getting and since rounding errors are usually a result of a memory problem I switched the memory in the two pcs. They are identical kits, both crucial 2x512 pc3200 valueram. Now each pc is currently running p95 and has made it through 30 minutes (twice as long as the one pc was making it before). I'm going for 12 hours on each. I have no idea how this solved the problem. You would think either the other computer with the funny memory would be failing or the same computer meaning it wasn't the memory. But instead, they're both passing. Weird. I guess the asrock just didn't like that particular kit and the asus doesn't care lol. I'll update saying whether or not they make it to 12 hours.
