Aspell, adding dictionaries ?

Well I'm using the win32 version of aspell, and it works great, besides the fact that I cannot add any dictionaries, I seem to vagualy understand the manual, but the manual is completely made for the linux version ...

and I dont think I can create the aspell dictionaries ...

any advice ....
