First order of business: get them death panels Obama promised us up and running! Next, I'd institute a mandatory screening for idiocy and sterilize those that suffer from it. All other problems would work themselves out.

Ok serious answer for real, the first (monumental) step would be to reorganize and balance the global economy without any subsidies or any of that bullshit. Once that's done the global GDP will probably be two or three times what it was before, both through more efficiency and regular growth. Then taking on massive infrastructure projects, such as overhauling the US's electrical grid, would be relatively easy.

Once all the deferred maintenance and obvious inefficiencies are taken care of, the focus would switch to scientific development. Fusion power, cybernetics, and genetics would probably be the main focuses, though I'd be sure to keep money flowing into things like materials science as well.

My social programs would be really simple, because I don't care about that so much. Regions would be free to do whatever, so long as it doesn't interfere with economic activity or citizen's rights. That said, rationality and mutual acceptance/cooperation would be the party lines.

That sounds pretty good actually. Cut back on wasteful spending and all non essentials, align the world to focus on what actually matters and stay the course until we change ourselves, get off this rock or both.

Yeah I know, it would never fly unless I was an absolute leader; anything else would require at least a few arbitrary invasions or disenfranchisements in order to keep the population led on and under control.
