As soon as the system starts to boot up, it shuts down

I press the power button, and it starts turning on. As soon as the light on the screen turns green, the system shuts off. I press the power button again, and nothing. For it to do that cycle again, I need to shut off the PSU, wait for all the power to leave the board, and turn the PSU on again. Is this a problem with my PSU or motherboard? Yesterday computer wouldn't boot, but i figured that out, it was because I had an extra riser that wasn't supposed to be there. Any help is greatly appreciated. Thanks 🙂

i transfered the pc over into a new case...and added a watercooling system; i disconnected the watercooling system though, and it still did the same thing. The PSU is an Antec 380W True Power, Athlon XP 2800+, 1GB RAM, Kingwin watercooling system, 2 raptor drives...i put this in a new case, and there was an extra one of those riser screws...i believe that shorted out the board. Is it dead now? Is it possible the CPU is fried? That would be horrible 🙁

Any chance you can enlighten me on how you fixed it?

My friend had this problem at one point and ended up swapping the PSU out for a new one.
