Artifacts while browsing

I just built a rig with Asus crosshair v formula-z,FX8350,MSI 970 GTX 4G,Windows 8 64bit.
I am experiencing intermintently tiny yellow artifacts on webpages,only when using Internet Explorer 10.
Anywhere else I don't experience this,when I scroll in internet explorer the artifacts move with the page as I scroll.
Would anybody be able to help please.

Remove any and all overclocking and over volting settings first, remove any kind of custom fan control settings. See if you still get it.

If the card is 100% default then you might need to RMA it, it's not normal with default settings.

If possible also post GPU temps, check for case temps if you can and make sure all fans are spinning correctly.

My bet is on a bad VRAM chip, after seeing that. Those kinds of artifacts also tend to be common with marginal OCs.
