Card is Evga 7800 GS Co Superclock. in second machine in my sig. Occasionally my main monitor on this computer. Samsung Syncmaster245bw gets horzontal blue lines that flicker throughout the screen. Turning the monitor off, then back on corrects this issue.
Today I've had the monitor display go out, then come back on sporadically.

Last week I had issues with this machine crashing and re-booting along with squealing noises coming from power supply. I traced one problem back to memory errors and replaced the memory with a 2x1 gig Gskill PC3200 kit and replaced the power supply to a much smaller wattage, but better power supply, Antec 300 watt.

My system has 2 IDE DVD drives an ATA Hard drive and a serial ATA hard drive. A floppy disk drive with memory card reader slots built in....only plugged into the USB header on the motherboard.

The video card also requires a 4-pin molex connector to power it. Is my system underpowered? Or should I think about replacing the video card, with the artifact issues dating way before the hardware errors began?

Sounds more like the monitor is going rather than the card. The fact you can power cycle the monitor to fix the problem really points at the display. Try swapping the displays on the PC and see if the problem moves. It would probably be better if it is the monitor and not the video card as your not going to have an easy time replacing a AGP video card.

I've always thought this was the case. But hoped it wasn't! When I bought the monitor last April and it happened about 2 days after I had it, I freaked out. It's kind of been at the back of my mind since turning it off, and back on corrected the artifact.

Just a side note. Since getting the first post, I logged into Samsung's website , created a profile and already submitted a waranty claim, and already been sent a pre-paid shipping ticket to have the monitor repaired/replaced for free. I don't have the original packaging of course, so I'm going to have to trust UPS to pack this thing well for me. And hope the repair center does the same since this thing is flawless. Lets see how well Samsung takes care of it's customers shall we!

Samsung costs more but tend to be of higher quality with good customer service. Like you said, just make sure UPS packs it well.
