artifacts after a cold boot

Recently updated the sysem and when i boot the machine I see artifacts on the screen and had to press the reset botton to restart and every thing goes back to normal

Barton 2500+ @ stock speed
GigabyteN7400pro
512 DDR 2700
ATI 9700 pro ( no OC )
40 GB 7200 HD
350W PSU

the video card was running on an old machine without any problems .

My 9700pro used to do that every other day when it was OCed.
I clocked it back to normal and it was fine.
I recently replaced the Zalman that was on it, with a VGA Silencer, and it hasnt done it yet.
