Artifacting 9800 Pro... help

I just bought a HIS Excalibur 9800 Pro. The first BIOS screen is a little weird (parts of letters are white instead of gray), but the rest of the BIOS is fine.

When I am in Windows (XP w/ SP2) I get artifacting around the program windows when I move them around. Other than this I have no problems.

The card is not and has never been overclocked. The card has a big cooler on it. My case as 4 fans. I have an Aspire 450w PSU. I have installed the latest drivers (Catalyst 4.12)

I think I can rule out PSU and cooling. Is the card defective? Anything I should try?

Anything in the BIOS?

I havent even bothered to try any games or benchmarking programs. I just built the computer yesterday. (as I am typing this, the last letter I typed is blue for an instant, instead of black) I bought the card from NewEgg.
 
I'd test it out in a game or 3Dmark just to make sure it's fubar'd. Chances are, it will artifact like crazy and/or freeze.
