Thank God it was only for a billion dollars, otherwise it might have cut into our stimulus checks/eye roll

I think the reason is pretty clear. This company had a lucrative government contract to build the wall. They needed people to guard it while under construction, and it was cheaper to employ Mexicans to do it than Americans. So they illegally imported Mexicans to help build the wall to keep other Mexicans out.
