ArmA 2 and ArmA 2 OA Performance Issue

I got my Sapphire Dual-X 7970 about a week ago and i I finally got around to playing Arma and DayZ. I started playing and I noticed that its normally around 50 FPS on high, but in towns it drops very low, I'd say about 30. I read benchmarks and it seems I should run very well, as at 1920x1080 it runs at 60+ at least, and I play at 1600x900, so my results should be much better. Any help?

Corsair CX750
Sapphire 7970 Dual-X
Kingston 2x4GB DDR3
Western Digital 2TB HDD
 
Its very possible the server is at fault. Arma requires good server FPS. Arma 2 also really needs an overclocked CPU to get passed 60 fps.
