ARM Based Windows CE Netbook for $86. What can this thing do?

It will probably run windows mobile apps, but not all of them. Windows CE is different from windows mobile iirc.
266Mhz is probably enough for the OS itself, but don't expect much in the way of web surfing and video play back. You're looking at hardware that isn't fast enough to offer a windows 95 level experience.

Apparently it is possible to get linux on this (including android), but I still don't think it's fast enough to give a good user experience. You can get much better devices for only a bit more, I'd pass on this unless you have a very specific need in mind.
