my boss has scheduled a meeting for me at noon and 5 minutes after all my co-workers leave for lunch(around 11:50) and i say "nah i got a meeting today" i hear him at the exit to the office leaving with people for lunch but when i try to catch up he is gone

and the funny thing is, the meeting is supposed to be for me to tell him if i have decided to stay working here or not

Twice in a row, eh? Your boss has such a high opinion of you that he could care less whether you stay or leave..?

Wait in his office until you see him coming back. Right as he is walking in, pretend to be shaking hands with somebody and say 'Thanks a lot!'. Pass him on the way out and state that you're very appreciative the meeting went so well and that you're very grateful for your 20% raise. Then tell him that you hope he enjoyed his lunch.

As he walks in, pretend to be on the phone with a competitor, discussing an opportunity there.
