okay, a user with 0 feedback won an auction and paid with a paypal account that has an unconfirmed address. the stated confirmed addresses only.

what do I do? take a chance?

if not, what are my options? refund the money, eat the ebay fees, and still get a neg feedback?

help, i kinda new to this and i don't want to mess up my 100% feedback...

I wouldn't ship to the address and refuse payment. You can relist the item for free.

Did you have any policies in your listing about bidders with no feedback?

You can't leave feedback on a transaction that didn't happen. If he leaves feedback you should email ebay and ask to have it removed.

how do i refuse payment?

In PayPal, there is an area next to where you see your received funds that says "Refund Money" or something to that effect.

Once done with that, inform the seller through eBay that you only ship to confirmed addresses. If they don't response or can't pay, file a non-paying bidder report. You'll get your relisting fees back.

If you stated "confirmed paypal only", I would refuse the payment and file a non-paying bidder with ebay.

Depending on the value of the item, you may want to talk with the buyer. Chances are with a noob (0 feedback), they don't even know what a confirmed paypal address is or how to go about confirming it.

Personally if it's not an expensive item, I would talk(email) with them and if I got a good feeling that they are legit, but new to ebay, I would take a chance and send them the item. But thats just me

*edit*
After seeing the value of the item, I would definately refuse the payment then kindly explain to them that they could send a postal money order, or get their paypal confirmed(tell them how) and resend

If you ship to an unconfirmed address, I'm pretty sure you're screwed if the guy tries to file a "not delivered" chargeback with paypal. Like everyone else said, ship to a confirmed address only and get a tracking number with signature confirmation. USPS Delivery Confirmation is only good if the value of the item is below a certain amount, I forget what amount exactly now, so check Paypal's Seller Protection Policy.

Tell them to confirm their address first and then pay again or something. Maybe since they've already paid, all they have to do is confirm their address and everything will become dandy, eh?
