Argh can't get 1.2ghz AVIA Tbird to even get 1.4ghz!

Got my 1.2ghz AVIA code Tbird from Mwave. It's already unlocked. I have a Tailsol HSF but am still using the thermal pad included because the only thermal stuff I have is just generic. I'm not sure if it is better or worse than the thermal pad. It's just what I had leftover from my 366@550 combo I got at Sunshinestar about 1 1/2 years ago.

Now whether or not it's reporting wrong or it doesn't set right, the voltage is kinda screwed up. I guess it's reporting right because having the vcore set to Auto reports as 1.83v in both the bios and in via Hardware monitor. Dropping it to 1.7v in the bios shows 1.77-1.78v.

I'm running 1.33ghz stable since last night playing Tribes 2 and the like having it set at 1.77v (well it's 1.7v in the BIOS but from now on, when i say the voltage, I mean what is REPORTED). CPU temp is 38 or 39 degrees C idle. Under load it's maybe 5 more degrees, still definitely cool enough.

At 1.4ghz at 1.77v, it says "Windows Protection Error. Please restart computer." right before loading windows or it just restarts automatically before windows.

At 1.4ghz at 1.80v or so, it just freezes as soon as it loads windows with some "Found registry error. Restart so it can be fixed." Well it usually just froze there or BSOD.

At 1.4ghz at 1.83v, it got into windows, said that registry error, restart, said it was fixed, restart again back into windows but it still says that registry system error and asks to restart to fix. Well I assume it'd just keep doing that and doing that so I gave up there.

All the while my temperature was being reported between 40-42 degrees C which is well in range.

Does my cpu just sucks? That sucks considering it's a AVIA. I heard the AVIA or AXIA's could make 1.4ghz+ at stock voltage usually!

Cooling, as mentioned is the taisol hsf, a 3 or 4" icase fan in the back (like above the kb/mouse ports). I'm not sure if it's set to suck or blow (hah) but I don't know if it even matters considering the temperature is plenty low enough. The system temperature is usually reported as about 15 degrees C below the cpu temp (give or take 2 prob).

Any ideas or does it just not want to do 1.4ghz (weak!)?
 
Sounds like your CPU just sucks--it appears to need more voltage to become stable. Increase the voltage some more (assuming that's an option) and see if you can get it stable. Voltage will increase the heat, but you're not running that hot right now. It is possible you hosed your Windows install, try more juice and see what happens.
 
So the heatsink compoud (it's not artic silver or anything, just generic I guess) would be better than the thermal pad? I heard someone say the pad was actually pretty decent though I guess the compound would be better.

I'll try more voltage first then I'll try the heatsink compound.
 
The advantage of the pad is that it is hard to install improperly and helps pad the core. Quality HS compound is better when applied properly, worse if you botch the job. Arctic Silver is better, it's just not clear you have a heat problem yet, I still suspect you need more voltage. Remember that those pads are pretty much one time use, after it heats up you'll need a new pad/HS com-pound if you disassemble the CPU.
