Aren't telemarketers not allowed to call cell phones?

Is the cell phone your primary number? I've heard that they can call you if so (although I guess not if you're on the Do Not Call list).

nope they aren't supposed to call Cell phone numbers and NO it does not matter if it is your primary line or not.
