You're right. I'm not to familiar with the system or how it works anymore since my wife and I now have decent jobs and no longer need it.I believe WomenInfantsChildren is related, but different. WIC covers things that are especially good for maternity purposes, while "food stamps" are restricted, but more liberal. That's my understanding anyway.
I work for the welfare office out here in CA. My family doesn't qualify. Believe me, after my wife and I got layed off from our last jobs (pink slips were given to my wife and I on THE SAME DAY), I looked. I took a $30k/yr paycut and ironically ended up being placed in the welfare dept. where my household still doesn't qualify. We were fortunate enough to get placed in jobs, but believe me the stories you hear about welfare recipients are true.
The politically correct term is "social assistance" you asshole!
In Illinois most welfare recipients get what is called a Link card. It's kind of like a credit card but the state puts the appropriate amount of money on it ever month and when its gone you have to wait till next month.

This was proposed in Toronto earlier this year. A bit of background first. Welfare in Ontario is run by the municipalities. They receive money from the province but are in charge of distributing it. To cut down on costs, the city's new right leaning mayor wanted to institute these re-loadable cards. It would save money because no cheques would have to be mailed out. It would also prevent welfare recipients from spending money on things that weren't necessities of life. Mainly booze and casinos.
The social democrats on council kicked up one hell of a stink. They argued that the cards would single welfare recipients out. Not only that but they have the right to spend their money on whatever they want. Needless to say the cards never got put into practice.
They want to blow their money on booze, I say let them. I worked for the social services department for a few summers and it's a pretty well organized operation. It's hard as hell to get additional money if you blow what they give you a month (it's very very little, like $600/month a few years back - more if children).
