On the iPhone? Since iOS 12. On the iPad? Since iOS 10 I think. Basically once the iPhone started shipping with 3D Touch and let you ForcePress into the keyboard to move the selection cursor around. Since the XR doesn't have 3D Touch, the ported the iPad's spacebar method over to the phone. Also, on the iPad you can place 2 fingers on the keyboard and slide them around to move the selection cursor.

The pressure-sensitive method has been around since the 6S. The non-pressure method, since iOS12 in 2018. They had to come up with a way that worked on iPhone XR since it doesn't have a pressure sensitive screen.

The only problem that I have with using Force Touch to select things is that I can't always bring up the context menu when I tap on the selection. More often than not, it will just get rid of my selection, and I'm forced to use the awful finger method which works.
