I prefer to just pick it up and have it work without having to turn the tethering on my phone on/off. It's worth the extra for me.
The other benefit for the LTE version is the GPS. Unless something has changed, the WiFi version just uses wifi location to try and find you, the cellular version has actual GPS.
Not sure about the latter, but do people actually do GPS navigation on a 10" screen? That seems excessive to me.

I disagree. I really regret getting the 16gb iPad 2 last year. Once you start installing apps 16gb is not enough. Go 32.

We used someones iPad quite a bit to get around in London. You dont necessarily need to turn on Nav and set it in the dash for it to be a very useful feature to have.
16GB is enough for me all I do is put apps/books on it. I don't put any music or videos.
32GB WiFi+4G Verizon. Here's my thinking:
1) Size - Was constantly filling up my 16GB WiFi iPad 2, so Retina graphics will tip over that line.
2) WiFi+4G (Verizon) - The iPad has a larger battery and better antenna arrangement for tethering compared to a smartphone (which really does need to last all day), plus Verizon is throwing in tethering for free on all of it's data plans.
My wife doesn't have any music or movies on hers. I jailbroke it and she uses the camera kit+a 32GB SD card + XBMC for media.
Even without the media she has to carefully manage her apps- its a pain. If I could do it again I would have gotten the 32gb so she could install any app she wants without worry.
