Isn't his quote being taken out of context? Something about how he was talking about blacks and whites coming together to make a 'chocolate' New Orleons?
 
Hmmm...my wife is chocolate while I'm vanilla...

I guess we would be considered that milkshake or whatever that Nagin was talking about when he was backtracking his original comment.

That came afterwards when he was trying to justify/explain calling it a chocolate city.

Yep, it was clear in his original statements that he was talking about New Orleans being a majority black/african-american city. He was just surprised that he was called out on his statement and tried to redefine what he said.
