Are you allowed to downgrade a game?

I own a certain game (not minecraft), and I want to use a mod for it that requires a lower version. I would not use the mod online, it would just be for personal enjoyment. Am I allowed to use one of the many downloads around for a past version?

Ethically, sure. If you've bought the game you should be able to use any older version of it that you want to as long as you aren't doing it to cheat in multi-player.

As long as you arent cheating online, do what you want. Mod the game to display nothing but wireframes if that floats your boat.

Depends on the game, I know of companies that have older versions of their games available for download (you'll still have to use your "CD-key") to support mods, Mount & blade series for example.

If you bought the game, you can do what you want with the game. PERIOD.
;)

Why not tell us the game in question ?

Of course you can. The advent of Steam made people think always having the latest was a great idea, but its terrible from the perspective of mods. Arma 3 is a game that is really hurt by the force updates, because many communities run with 10's of mods. Minecraft is another one of those games where the mods have to be updated, and the mods really do enhance the game in amazing ways.
