I think a good definition of "the computer industry" would be that the computer industry focuses on the computers themselves, and doesn't just use them as a tool at their place of work.
So if you work in an office as an accountant and use a computer everyday, you are not in the computer industry, you're in the financial industry. But if you work in the same office and your job is to maintain and fix those computers and/or maintain their network, you're in the computer industry, since the computers themselves are your primary focus.
