Are you able to switch cable companies for TV and internet?

There was supposed to be some law passed that allowed you to roam around for companies. Charter right now sucks for both TV and internet...overpriced crap. Am I able to make a switch, or is it not allowed yet?
 
Well in my area, there are a couple (2 or 3, depending on your exact location) of providers, but if you get one for TV and one for internet, you generally pay more than if you got them through the same company.
 
pretty much a monopoly here ... tv + cable... unless I switch to Verizon DSL. But the cable internet is tops in the nation and it's paid for.. so why eh ?

Yea, only TW here in my area of New York. I heard RCN is pretty good and I'd give them a try if I could
