Are Windows service packs redundant?

Simple question, does WinXP service pack 2 contain fixes in addition to those in service pack 1? Or do they contain entirely separate fixes?

Basically I'm wondering if I need to install service pack 1 before service pack 2, or if I can just install service pack 2.
 
Service Packs have always been culmulative. In NT though, you did have to reapply the SP after installing or reinstalling new services like IIS. That was a royal pain in the ass.
