Are we still able to overclock the i3-6100?

I remember the early excitement about overclocking the much cheaper i3-6100 CPU, but there was a distinct worry Intel would remove that ability.

Can one still do it? And is a Z-chipset still needed or can a cheapo H-chipset do it too?

Yes, with limitations:

Some boards don't support it at all

Some boards DO support it, but only with an older UEFI revision

Some boards support it with their latest UEFI

In all cases, overclocking Skylake chips will:

1). Disable most/all power-saving features
2). Disable the iGPU
3). Disable support for AVX/AVX2

If you are comfortable with the above limitations and are willing to do the research necessary to find the right board for Skylake OC, it can be made to work.

What's a good mobo to overclock a non-K these days?

Might want to ask around in the mobo forum. Honestly I don't know. A lot of the ASRock boards were good for it for awhile, but newer UEFI revisions on those things may kill "SkyOC" which was their touted Skylake overclocking feature for locked chips.
