I don't think so. Military action requires planning. Launching cruise missiles would be ineffective. Since Afghanistan is a land-locked country, surrounded by Iran, Russia, and Pakistan. We need permission of these countries to build up troops and supplies. We also need the permission to fly over these countries. Afghanistan is one of the most difficult country to invade. Roads are few, if there are roads, the Talibans would likely set up ambush points high up in the cliffs. The Russians paid dearly for their mistakes, hopefully, we are better prepared.
