Are we allowed to post files (drivers for example) in a webpage without linking to the original webpage ? Lets say that you have a webpage and you wish to put creatives drivers on it. Can you just have the files on YOUR server or you must post a link to creative ??

Read creative's licensing....you may be able to morror them, you may not (legally) I think that you cannot for creative, since they have a marketing survey and an EULA before you can get the drivers.
 
Just put it up on your page 😛

If anything, they will just tell you to take them down. Its not like their going to sue you without warning first.
