Are voltages supposed to fluctuate so much?

I just bought a new Athlon 64 2800 with an epox 8KDA motherboard.

I have 2 western digital 60gig 8meg drives in raid 0.

ATI 9800 PRO

2 sticks of Kingston Hyper X 512mb

Audigy1 Sound card.

420w RaidMax power supply.

I was able to install xp pro but it restarts every time on the first reboot after the install and every time
after that. After the third time I assume it disables whatever it hangs on and then I get a blue screen
of death on the next reboot with the Machine_check_exception error.

My main question is that I noticed that in the bios under PC Health, the voltages are fluctuating up and down. Are the voltages supposed to stay solid. For instance my ram runs at 2.5v but drops down to 2.48 and up to 2.51 back and forth.
