Are VCD's region locked?

My dad got a copy of Crouching Tiger Hidden Dragon on 2 VCDs from the library, and it appears to be the chinese version. I haven't been able to play it on my HD-A3, an insignia DVD player, or any of 3 computers.

The disks are pretty scratched, so I'm not sure if it's a read problem, or if VCDs can be region locked.

Any ideas?
 
No, there is not region coding on VCDs, so it must be the discs are bad if even your computers won't play them.
