Are these temps safe?

I would say they are safe, yet a bit on the high side, is it the single or dual fan XFX card? What kind of case are you using, and what are the temperatures like in the room where the PC is located?

It's a single fan, I'm using a pretty small case, it was a pre-built computer that I upgraded, so I'm not exactly sure of the specs. The temperature in here is around 70-75 fahrenheit.

Idle temp actually seems to be 36 degrees, which is probably fine.

Most oem cases have terrible airflow. You might want to work on cable management and installing an extra fan either on the back of the HDD cages or under the card.
 
New dual slot cards tale up too much room. My 7770 went from 85 C down to 75 C during summer (27 C indoors) after I took out my sound card and have the fan more than 0.5cm to breath.
 
I would say in a small pre-fab case those temps are about right. You could probably tweak the case a bit to get some more air flow, cable management with some zip ties, add a couple of fans, intake and exhaust, and you could probably drop 8-10c. I wouldn't think you are by any means near the danger limit though.
