Well, the voltages are due to an Enermax Noisetaker 420 watt.
And my Enermax case has a control knob to control the case fan speeds. At that point, the case fans were on maximum speed. Here's a picture of how I modified the case (replacing the tiny holes for the fans with large ones I cut out with a metal cutting blade).
BTW, the strange thing with this is I used the regular white junk for the Gigabyte Neon Cooler 8 and Zalman NB47J. The GPU also has the regular stock fan.
