You can't OC it yet in ATT, it doesnt support the newer cards. But, if you download the beta13 of Ati Tool or the Ati overclocker, then you can OC it using those. Just search for them at guru3d or techpowerup (I forgot where I found em...).
Also, you have to disable some stuff first:
1. Goto Start.. Run... type in "services.msc" and disable the Ati Hotkey poller. Then you have to restart the machine. This disables the automatic 2d/3d clock control in the driver.
2. I believe you also have to terminate all the CLI services in task manager.
3. Open up Ati Tool, and go to the voltage settings. It should say something like 1.15 for vcore - that's your 2d setting. For 3d the vcore is 1.35v (at least on my x1900 it is), so set it to 1.35v. Also, manually set the fan to a 70% or higher to keep the temps under control.
4. Use Ati Tool or the overclocker to increase the clocks. Note that the overclocker uses looser timings supposedly, so it will let you OC higher, but the performance will not go up as much relative to the clock bump.
