are these PSU voltages ok?

Most good PSU's are rated to have a variance of plus or minus 3 to 5 percent. All of yours are well within that spec (the -5V rail is your worst, and it's only 4% out of perfect). As long as the system is stable, don't worry too much about slightly non-optimal voltages. The monitoring system isn't perfect either, so the PSU could be putting out better than you're seeing, or it could be putting out worse. Only way to be sure would be a voltmeter.
 
everything has been running stable so far but I plan to get prolly an antec 400w or allied 450w PSU to replace my 300w cuz it I got losta devices draining power from my rig (see my sig).
 
Uhm, no you don't have much stuff. Your system's only "extra" seems to be a hard drive. Dells sends out 2.53GHz P4 systems with Radeon 9700's using a 250W power supply. As long as you're stable, there's zero reason for you to buy a new PSU, and no reason to get a 400-plus watt PSU in any case.

Time will tell if you have a quality power supply. If you o or don't doesn't necessarily depend on the overall rated wattage they sticker on the unit.
