Are these memory settings correct?

That's the SPD, basically what the manufacturer has set as default for those speeds. So if you let the mb set the memory settings automatically, it will use the appropriate settings when running whichever frequency. What you're actually set to is on the 'Memory' tab.

So if the two sticks are identical shouldn't JEDC#1 and #2 be the same? What does that mean anyway, JEDC?
 
That's the defaults for the stick in Slot 1, you can change the dropdown box to look at the other sticks. The two different timings are what the mb will use at 270 or 400mhz. JEDEC is the standards group behind the standards for DDR2. They decided the standard timings to use at those speeds.
