Are these instructions for vapor barrier installation correct?

I figured the vapor barrier should be on the other side of the insulation panels.

Wouldn't the condensation take place between the vapor barrier and the masonry walls.
 
The vapor barrier is to keep moisture from inside the house from getting into the walls. It does go on the inside of the walls, just under the drywall.

Masonry is porous enough to breathe.
 
The pieces that he is gluing up that are referred to as "boards" are not drywall, they are foam boards for insulation. Being that they are foam, moisture is not a major concern.

So the condensation would develop between the vapor barrier and the drywall? That doesn't sound like it would be very good for the drywall...

In Iowa we get cold winters and hot summers. So the vapor barrier would only be effective during one part of the year?
 

The important thing is to keep the insulation from getting moisture in it, not the drywall.

Also, much of the reason paint will peel from siding is that moisture from inside the house has worked its way through the backside of the siding.
