Are there really any rules on how you use a .net or .org?

Are there any real rules, for example, for setting up a business on a .org? Or selling stuff on a .net? I remember hearing something about that awhile ago but I haven't really heard anything official...
 
While .net was for things like ISPs and backbone providers, and .ORG was supposed to be for non-profit organizations, I haven't seen it enforced.
