Are there any web proxys that simulate dialup speed so a web developer can see how his page loads?

I've never heard that term before, but if it means what I think it means, jsut use QoS or bandwidth limiting to try it out on a local pc

IIS will let you bandwidth throttle web sites, so you could just crank it down to dial up speed and test it on the LAN

Just start some torrents in the background. That'll kill your bandwidth.

with your url on the end there.
It will tell you how long (theoretically) it should take, and also how many files it had to get, etc.
