Are there any RPG's coming out that aren't overly story driven and party based

torchlight is out now.

diablo 3. or what are you looking for?

I tried the torchlight demo. I didn't like the cartoony graphics, but the narrow view killed it. I didn't like not being able to see more than several steps around the character.

I am looking for something like Dungeon Siege.

Recently released would be Risen or Divinity 2. Both are third person action RPG's where you control a single character, which is quite different than Dungeon Siege where you point and click. However they are both excellent RPG's that are worth checking out IMO.

Borderlands. It's Diablo 2, with guns. Hope you like collecting loot, because Borderlands is a First Person Looter. It's also not story driven. The story is "There are monsters out there, and they have better guns than you do. Go get 'em."

Also, it's best played with a friend or two in Coop mode.

Make sure to use the tweak programs to make the game run how it should have run from the beginning. (It's on the gearbox forums.)

Hmmmm... And you really couldn't get into Torchlight? That sounds like the perfect game for what you're looking for, if you can overlook the cartoony graphics and not being able to see more than 30 feet around you. Putting the minimap over the actual game helps a bit with figuring out where to go next and gives you a larger view of the current level.

Try out Titans Quest and Divinity and see what you think.

As I read it, the OP is looking for the character progression scheme commonly associated with role-playing games without the rest of the role-playing components that go with it. That's perfectly reasonable and they certainly exist. Betheseda RPGs (Morrowind/Oblivion/Fallout 3) may fit the OP's wishes if not already played since the main quests can usually just be ignored if desired.

Pretty much.
Diablo is NOT an RPG. Its an action game with stats. Ditto for Titans Quest. Not that theres anything wrong with that. I love them both. But there arent really enough good hack'n'slash games out right now. The people who made TQ went out of business. Torchlight isnt good enough for most people.
Mostly we are just waiting for Diablo 3. And thats not coming out until well after StarCraft 2.

Made from the people who made Titan Quest - nevermind the ridiculous story (The enemy is apparently vulnerable to salt - you know, the stuff that's in the water that covers 2/3 of the planet and can be readily dug up in the gronud) - looks like it'll be a similar type of game.

Dungeon Siege II, Sacred 1 and 2, Silverfall with the Earth Awakening addon (without it the controls kind of suck), Heretic Kingdoms, Titan Quest, Fate, Nox.

That's all I can think of right now that fit your description.

Actually, no, not really. A central story just happens to be the most efficient method of immersing the player. Putting out a game without a story simply shifts the onus of providing background onto the player which makes it more difficult for many adults to really "get into" a game. People play games to relax, and making up stories/backgrounds just seems like work to a lot of people.
The old tabletop RPG games lacked strong stories and only provided general background of the environment simply because they were formalized versions of the kind of roleplay children do. When funding got better and technology improved, games could ship with strong stories that still provided some freedom of character expression.
On the other end of the spectrum, some games provide almost little player interaction. They are called visual novels for a reason: aside from making a few choices on story flow, it's pretty much hours of flipping a book and reading.

Just go to Amazon and buy it.

I think he likes tactical overhead set up that Dungeon Seige1 & 2 and Titan quest use.
I agree there hasnt been a good one in some time and I myself have started digging backwards to find some of the older ones.

Jumpem, Maybe look into Spellforce series and Baldars Gate2, Its all I got at the top of my mind at this time.

Ooh. How about the Xmen / Marvell Ultimate alliance games? They're basically 4 man team games liek dungeon siege where u can actively control one at a time but swtich on the fly. The RPG factor severely declined into more of an action game later in the series, but some people like this, and some don't.
