Are there any ringtone maker programs out there?

Hello, my friend showed me his phone today and he had some nice ringtones. I asked him where he got them and he said he made them. Apparently with some samsung phones you can use a program that will convert your mp3's into ringtones. However I do not have a samsung phone and so I was wondering are there any programs that will convert songs into ringtones in MIDI format? Thanks
 
There are tons...they all suck.

I have tried about 20 different ones and none worked well. Just search around, they can be downloaded for free or very cheap.
 
for many samsung phones, you can concert midi's into the ringtone format with psmplayer. then you can transfer them over via irda or a data cable.
