I'm building a new dvr and can't decide on the OS... I'm trying to figure out, are there any real differences between XP (MCE, though I'm not planning on using media center, which may or may not work on my new rig... not sure if I'm going to fall into the "you've changed too much hardware to re-validate this copy" camp) versus 2003 (which I can get for free)?

yes, there are several major differences. 2003 is a server class OS, designed for uptime and reliablity. XP is a workstation class OS, designed for ease of use. The code base had some decent alterations between the two.

The price is a major one. Server will let you up to 8G of memory and 4 physical CPUs IIRC. IIS and the CIFS/SMB server won't be limited to 10 simultaneous connections. And probably some other things that aren't related to desktop use that I can't think of right now.

What is the "you've changed too much hardware to re-validate this copy" camp? If you have a valid license you can activate, it's that simple. Worst case you may need to call to do so.

didn't MS change their policy with oem's that you can't re-validate if you change the motherboard?

Thats not a change, its the way the OEM license always was, tied to the original system...

Well, since you didn't mention OEM license, we didn't know that.

I don't know that is actually is oem :p I'm just trying to cover my bases (I haven't actually had a chance to sit down and dig through my boxes of things I packed up when I moved to look for the original media yet)
