Booz Allen only hires citizens? Isn't that illegal?

Nope. Cost a company a lot of money to have to sponsor foreign worker and the government only allows a limited number of visas.

there's a citizen and there's also the lawful permanent resident which I am... and this requires no sponsoring.

oliver wyman (part of the marsh and mcclennan companies) and huron consulting grp (the old arthur anderson guys) are good companies

I work for an enviromental consulting firm. I hate it so far. Accenture is alright, and they actually pay up very well, but they are more of the operations type of consulting. The one thing i really hate about consulting is how you have to stay billable. You could do awsome work, but if you do not stay billable most of teh time, your awsome work will quickly go down teh drain with management.

Also, benefits wise, consulting is usually not great.

Edit:

on a side note:

you cant really put consulting firms next to each other and ask which is better. It does not work that way....where one firm faulters, another will succeed.

Also, if you are looking into management or technology consulting, why are you even mentioning the big 4? You are right to say your are not interested because they are full fledged fledged financial services.

I wasn't asking to see which is better, I just wanted a list of more companies.
I asked about Diamond vs Accenture specifically in tech. consulting because they have a lot of similarities and I can go either way
